CAN SOMEONE TELL ME WHY WHEN I TURN MY IGNITION ON MY WIPERS STAY IN THE UP POSTION, CAN SOMEONE PLEASE TELL ME HOW TO RESOLVE THIS PROBLEM

make sure the wiper fluid is full. sounds like its not getting enough lubercation.

sounds like the park position switch in the motor is bad/possibly a bad stalk switch

how do i get this fixed i have no washer fluid tank all of that i guess was gutted out but it does park in the up postion do i need a whole new pump or what

you must be joking, right? your washer reservoir has nothing to do with it.........

EDIT: I cannot get the link to work, but any local parts store should be able to get you one. Autozone lists them as $59.99, and the core charge is $30.00. So you can get one through them for $30.
