Neon, underbody. Help!!

Planning on buying some neon underbody lights for my ride. Anyone know any good brands and how easily these things can break. I mean could they survive a Minnesota winter. Also, could I install them myself, or would this be something I would have to pay to have done. If so, know any local places that would do it and for about how much?
